Graph Panel widget: ensure that our legend is visible and of the right
width (#1786).
By temporarily disabling updates for a GraphPanelPlotWidget, we prevent 
some black rectangles (of the size of a GraphPanelPlotWidget?) from 
flashing on Linux.
